A toll-payment system is to be installed for trial operation on the first section of the M11 Moscow-St. Petersburg Highway

Starting from October 19th 2015 equipment for charging payments to drivers on the M11 Highway between the MKAD and Solnechnogorsk will be installed for testing purposes.  During the test period tickets will be issued for collection at locations where drivers join the highway and later deposited at similar locations as they leave the road. The system is designed to measure how far drivers have traveled along the first section of the M11. 

There will be no charge for using the highway during the test period but drivers will have to stop to collect the ticket and stop once again as they deposit the ticket before continuing their journey. The introduction of payments will only start after successful completion of the test period. Information related to tariffs and the start-date for payments will be made available on the website of the North West Concession Company and in advance at toll booths along the highway. 
                
The trial period will be used to familiarize drivers with the locations of toll booths along this section of the M11 and for the operator to ensure the payment system works effectively and with minimum disruption to traffic. There will be six locations along the section km 15-58 for collecting tickets and six locations for returning the tickets as drivers leave the highway.

3.       Ticket Pickup Point Zelenograd – 3rd km of approach road from M10 Highway (near Moskovsky Prospect, Zelenograd City) to M11 Highway
4.       Ticket Pickup Point MOSCOW MINOR RING South – 48th km of M11 Highway, direction: from Moscow Minor Ring  to M11 
5.       Ticket Pickup Point MOSCOW MINOR RING North – km 50 of M11 Highway, direction: from Moscow Minor Ring  to M11

Background
The new highway of the highest category I-A will be a toll-payment alternative to the existing M10 “Rossiya” highway, one the most congested sections from the MKAD to Solnechnogorsk and will significantly reduce travel time to Zelenograd, Moscow  suburbs –Solnechnogorsk, Dolgoprudny, and also to Sheremetyevo Airport. 

The first section of M11 Moscow – St Petersburg highway (km 15-58) is a pilot project in the field of road infrastructure construction in Russia, being implemented under a Public Private Partnership using the Concessions mechanism. The Grantor is the State Company Avtodor and the Concessionaire is NWCC LLC, a company specifically created in 2007 and implementing only this Project.

The shareholders of NWCC LLC comprise leading European highway construction and management company VINCI Concessions and one of the largest Russian construction groups specializing in implementation of  infrastructure projects – MOSTOTREST PJSC. 

Environmental and social responsibility is a priority in construction of the new M11 «Moscow - St. Petersburg» Highway in general, and of its km 15 – km 58 first segment in particular. During the project optimization stage (prior to construction of the segment), NWCC together with Avtodor and VINCI implemented a set of measures aimed at minimizing potential environmental damage from the project both during construction and subsequent operation. 

The first section (Moscow Ring Road – Solnechnogorsk) of the new M11 Moscow - Saint Petersburg Highway was commissioned on December 23, 2014.

- total length of the section – 43 km;
- width of the highway – up to 10 lanes;
- 5 interchanges;
- 39 civil works (bridges and overpasses), including three-span bridge over the Moscow Canal with a length of 334 m and with 10-lane traffic;
- 3 underground crossings, 1 railway crossings, 5 wildlife crossings;
- 27 treatment plants in the areas of intersection with rivers;
- the highway is equipped with the escape lanes, safety islands, and rest areas.


Additional information: NWCC LLC 
The “North West Concession Company” Limited Liability Company is a special-purpose vehicle which performs construction and in future will operate the Moscow – St Petersburg Highway, km 15-58, on a toll basis. The new highway will alleviate traffic on the M-10 “Rossiya” federal highway. The main tasks of NWCC LLC are financing, construction, operation and maintenance of the highway under public private partnership (PPP) during 31 years.
